Alliance Federal Supply was founded by Neil Avant, whose career spans U.S. Army Civil Affairs operations, large-scale civilian operations leadership, and independent consulting. He brings the discipline of military service and the customer focus of years running service-based business to the work of federal and state procurement.
This page outlines the experience that informs how Alliance Federal Supply operates: where the work was learned, the credentials behind it, and the principles that guide every decision the company makes.
Neil served as a U.S. Army Civil Affairs Team Sergeant in support of operations in Iraq. Civil Affairs operators work the seam between military operations and civilian populations, coordinating with local leaders, assessing community infrastructure needs, and managing reconstruction work in environments where mistakes carry real consequences.
During his service he managed more than $1.4 million in contracted projects across high-stakes operational environments. The work demanded judgment under pressure, accountability for outcomes that other people depended on, and the ability to make decisions when supervision was not available. His military career ended with a combat injury and the award of the Purple Heart. The full story of that period is told on Our Story.
After service, Neil moved into operations leadership in the civilian sector. As Director of Coaching at Matrix, he led an operation that served more than 1,000 customers and managed a staff of more than 100, with direct accountability for service quality, customer outcomes, and operational performance.
The role demanded the same discipline and judgment as military leadership, applied to a customer-facing business at scale. It refined the operating skills that translate across any service environment: how to set clear standards, hold a team to them, and protect the customer experience even when conditions change.
From 2020 to 2023, Neil ran an independent consulting practice, working directly with clients on operational and leadership engagements. The work sharpened the disciplines that translate across industries: listening carefully, structuring clear options, and following through on commitments without supervision.
Throughout his career he has continued to build credentials. He completed UCLA Anderson School of Management's Entrepreneurship Bootcamp for Veterans, holds Master Practitioner certification in Neuro-Linguistic Programming, and earned both a Bachelor of Science in Business Administration with a concentration in Marketing from San Diego State University and an Associate of Science in Fire Technology from Crafton Hills College.
The way Alliance Federal Supply does business reflects how its founder learned to operate, in uniform and out.
Civil Affairs taught a simple lesson: the work matters because the people on the other end of it matter. Every quote, every order, every delivery is treated as part of a mission, not a checkout.
Leading at scale, in the military and at Matrix, builds habits that do not loosen: clear standards, accountable timelines, and follow-through that does not require a reminder.
Years of running customer-facing operations means understanding that what the customer needs and what the customer asks for are not always the same. The job is to listen carefully and deliver what actually solves the problem.
