Civil Affairs

Alliance Federal Supply was founded by Neil Avant, a U.S. Army Civil Affairs Team Sergeant who deployed in support of operations in Iraq. Civil Affairs operators work the seam between military operations and the civilian populations they affect, coordinating with local leaders, assessing community needs, and rebuilding what conflict damages.

The work demanded judgment under pressure, the management of more than $1.4 million in contracted projects, and the ability to make decisions in environments where mistakes cost more than money. Operators learned to plan for what could go wrong, source what could not be substituted, and stay accountable for outcomes that other people depended on.

Walter Reed and Balboa

Combat changed the trajectory. After being wounded in action and awarded the Purple Heart, Neil spent months as a patient inside the VA and military medical systems, including Walter Reed Army Medical Center and Naval Medical Center San Diego, known as Balboa. The experience reframed how he thought about the work that supports those systems.

What he carries from those months is not a study of where the system fails. It is a respect for the people inside it. He knows the value of quality care, and he is grateful for the men and women, military and civilian, clinicians and support staff, whose work made his recovery possible. That gratitude is part of why this company exists.

The Principles That Followed

From that experience, a few principles became the foundation of this company. Behind every supply requisition is a clinician trying to do their job, and a patient who is counting on it. The difference between a vendor who responds in 24 hours and one who responds in two weeks is not a service-level metric, it is whether the right product arrives in time to matter. And the people we trust most in any system are the ones who have stood on both sides of it.

Those principles are not slogans. They are the standard we hold ourselves to on every quote, every order, and every delivery.

Why We Built This Company

Alliance Federal Supply exists to bring that lived perspective to federal and state procurement. We are a Service-Disabled Veteran-Owned Small Business based in a HUBZone-designated census tract in Northlake, Texas, holding two federal certifications (SDVOSB, HUBZone) and two Texas certifications (VetHUB, VOSB). Those certifications are tools that help us reach the customers who need us most: VA medical centers, DoD installations, civilian agencies, and Texas state buyers, alongside commercial healthcare facilities.

The certifications are not why we exist. We exist to make sure the right supplies arrive in time, every time, because at the end of every delivery is a person counting on what shows up. We support the people who support the mission.

That perspective is why this company holds itself to specific operating standards: authorized channel sourcing, line-item compliance verification, lead times confirmed before quote, and no surprises after award.
